Consultant SEAP is the public procurement practice of LAZARUS GROUP GLOBAL S.R.L., Bucharest. We run Romanian public tenders end to end, from spotting the opportunity in SEAP to the final payment certificate on site. We work for companies bidding into the Romanian market and, on separate mandates, for the contracting authorities that run procedures. Our two brands, Consultant SEAP (consultantseap.ro, in English) and AchizitiiPublice.expert (in Romanian), are the same team.

International clients come to us for one reason: they need one accountable desk inside the Romanian system that works in English and answers for the whole file.

What we stand for

  1. The file must survive evaluation. Submitting on time is the minimum. A bid is finished when every requirement in the data sheet is matched to evidence an evaluator can check.

  2. Prices belong to the client. We build, check and document the cost structure; you approve every commercial value.

  3. Independence comes first. We check every mandate for conflicts of interest and never act for a bidder in a procedure we have worked on for the authority.

  4. Continuity after the award. The team that priced the tender values the works, so the audit trail holds until the final payment.

  5. Plain English, precise Romanian. You decide in English; the authority reads correct, consistent Romanian.

    Works on the legal side of public procurement: qualification compliance, contract terms, clarifications and remedies.

    Covers the legal side of procurement: award documentation and contract review, clarifications, points of view and CNSC complaints, together with the licensed attorneys we coordinate where representation is mandatory.

Behind the core team of four are vetted external specialists, whom we coordinate into a single file: structural, MEP, civil, road and geotechnical engineers, quantity surveyors and cost estimators, planners, HSE and environmental specialists, licensed attorneys and authorised translators.

Independence and integrity

We work on both sides of the market, on separate mandates, so we publish our rules. We check for conflicts at every intake and keep separate files and access for each side. We never take a bidder mandate on a procedure we prepared or evaluated for the authority. We sign an NDA before any document is exchanged, and no fee of ours pays for access or influence.

About our name

SEAP is the name of Romania's electronic public procurement system. Consultant SEAP is an independent consultancy. We are not affiliated with the Authority for the Digitalisation of Romania (which operates the platform), the National Agency for Public Procurement (ANAP), the National Council for Solving Complaints (CNSC) or any contracting authority.
