Romania Market-Entry Package: ready to bid in about four weeks

You do not need a Romanian company to bid in Romania. You need the right to take part, a validated SEAP account, qualified e-signatures, documents the authority accepts in Romanian and guarantees in the prescribed form. We put all of this in place once, so that your first mandate is about winning, not paperwork.

Fixed price: €8,900 for companies from the EU, the EEA and Switzerland; €13,900 for companies from other countries. Half is credited if you start a mandate or a retainer within 90 days. Fees exclude VAT.

01

Who it is for

  • Manufacturers and suppliers that want to sell directly to Romanian authorities and utilities
  • Contractors and EPCs preparing for works or design & build tenders
  • Companies from outside the EU that need certainty on eligibility before they invest
  • Groups that will bid through an EU subsidiary, a consortium, or as subcontractors to Romanian or international primes

02

Which version is yours

Romania Market Entry — EU / EEA / CH is for companies established in the EU, the EEA (Norway, Iceland, Liechtenstein) or Switzerland. For you the critical path is the technical qualification route: authorisations, equivalent evidence, partners.

Romania Market Entry — non-EU is for companies established in any other country — including WTO GPA parties such as the United Kingdom, the United States, Canada and Japan, the Western Balkans and Türkiye. For you the critical path is legal access and structure, so the report is co-signed by a Romanian attorney and the package adds the compliance pack and a partner shortlist.

Four weeks, step by step

Week 2Document vault and equivalence matrix · translation and apostille plan · first Tender Watch Pro shortlistDocuments indexed; translation plan approved; eligibility answer (non-EU: after counsel's review)
Week 3Participation route agreed · non-EU: partner shortlist and compliance packStructure and partner options agreed

About four weeks; longer if apostilles from abroad are slow. If a tender is already open when we start, the Go/No-Go and the document vault run in parallel from day one.

05

What we need from you

  • A project lead with decision authority
  • Your company documents and evidence, or access to the people who hold them
  • Identity documents of your signatories for the qualified e-signatures
  • Your target sectors, CPV codes, regions and capacity limits
  • Approval of third-party costs above €500 per item

06

What you have at the end

  • A written eligibility answer for your company and structure
  • A working SEAP account and qualified e-signatures, tested
  • A document vault mapped to Romanian requirements, with an expiry tracker
  • Three months of opportunities from Tender Watch Pro (non-EU: plus a screened shortlist of Romanian partners)
  • A Go/No-Go decision on a live tender — and, if it is a Go, a bid plan ready to execute

07

After the package

Continue with a complete tender file for the procedure you decided to pursue, or move to a Romania Tender Office retainer if you plan several bids a year. Nothing you have built is lost: the vault, the account and the playbook carry over.

08

Fee

Romania Market Entry — EU / EEA / CH: €8,900 (components at list prices: €13,840). Romania Market Entry — non-EU: €13,900 (components at list prices: €21,520). Credit: if you sign your next order within 90 days, half of the package is credited — €4,450 (EU / EEA / CH) against your first documentation fee or your first Tender Office months; €6,950 (non-EU) against your first documentation fee or your first Tender Office or Major Projects Office months.

Not included: third-party disbursements — official fees, sworn translation, notary and apostille fees, courier, external counsel — re-invoiced at cost or at our published rates, with your prior approval above €500 per item. Fees exclude VAT: EU businesses with a valid VAT number are invoiced under the reverse charge; businesses established outside the EU are outside the scope of Romanian VAT.

Indicative fees; we confirm a fixed-fee written proposal after reviewing the tender documents. Preferential terms apply to retainers, multi-lot procedures and returning clients.

Questions about the package

  1. Can we start if a tender is already open?

Yes. The Go/No-Go and the document vault then run in parallel from day one, and the package compresses around your deadline.

  2. What if the eligibility answer is negative?

You will know early, before you have invested in the rest. We tell you what would change the answer — for example a different bidding entity or structure — and stop if nothing would.

  3. Do we need a Romanian company?

Not to bid. Whether you need a branch or a Romanian company to perform a contract is a tax and corporate question we coordinate with your adviser.

  4. Who signs the documents?

Your legal representative or a person holding your power of attorney, with a qualified e-signature we help you obtain. We never sign as the bidder.

  5. Can you find us a Romanian partner?

Yes: the non-EU version includes a screened shortlist of three; for EU companies it is available separately. We do not sell introductions, we take no fee from partners, and the choice is always yours.
