Win the tender

One Romanian tender, handled end to end

You have a live procedure and a deadline. We take it from the procurement data sheet (Fișa de date) to proof of submission and on to the result. The file we build is designed to survive evaluation, not just to be filed on time.

Where our responsibility ends

We do not guarantee award: that decision belongs to the contracting authority. Guarantees are issued by banks and insurers; mandatory legal representation is provided by licensed attorneys we coordinate; tax and corporate conclusions come from licensed advisers.

Compliant File Guarantee: if your bid is declared inadmissible or non-compliant because of a formal error attributable to us in a document we prepared, you choose a 100% refund of the documentation fee in cash within 15 days or a 150% credit for 12 months; where it has reasonable prospects, we also draft the CNSC complaint free of charge. Exclusions are set out in our terms of engagement.

Fees

Documentation fee

from €4,900

Standard

a documentation fee of €4,900 below €200,000 of estimated value, then 1.00% of the slice up to €500,000, 0.90% up to €2M, 0.50% up to €7.5M, 0.30% up to €20M and 0.13% above (cap €250,000); plus a success fee due only when you are called to sign the contract: 1.50% on the first €500,000 of your share of the winning bid (minimum €2,500), then 0.90% up to €2M, 0.60% up to €10M, 0.20% up to €50M and 0.08% above (cap €250,000).

Fixed

the documentation fee × 1.5 and no success fee.

Example at €1,000,000 (works or services): €12,400 documentation fee + €12,000 if you are called to sign (Standard), or €18,600 with no success fee (Fixed). Supply contracts without priced bills of quantities pay 15% less on the documentation fee and 40% less on the success fee (at €1,000,000: €10,540 + €7,200). Romanian direct awards: Light offer €890 (works €1,790), no success fee. Above €50M: a bespoke proposal.

Urgency

fewer than 7 working days at mandate +25%, fewer than 3 working days +50% of the documentation fee.

Payment

50% at mandate, 50% no later than 3 working days before the deadline. The success fee is invoiced on the date of the invitation to sign, payable within 10 working days, and refunded in full if the contract is then not signed for reasons not attributable to you.

Indicative fees; we confirm a fixed-fee written proposal after reviewing the tender documents. Preferential terms apply to retainers, multi-lot procedures and returning clients.

Questions

  1. In what language must the bid be submitted?

Romanian: the bid, the ESPD, the forms, the clarifications and the contract. Some authorities accept technical data sheets in English, but only if the data sheet says so. We write the proposals directly in Romanian and give you English working copies to approve.

  2. What is the ESPD (DUAE), and who fills it in?

It is your self-declaration on exclusion grounds and selection criteria, completed in Romanian and submitted with the bid. You, each consortium member, each third party whose capacity you rely on and, where required, your subcontractors submit one. The supporting evidence is usually requested later from the best-ranked bidder, at short notice.

  3. Should we bid alone, in a consortium or as a subcontractor?

It depends on the qualification thresholds, the attestations required and your delivery model. The Go/No-Go memo recommends a structure, and we build the file so that each member covers exactly what it must.

  4. When exactly is the success fee due?

When the contracting authority calls you to sign the contract, in writing, through SEAP, by email or otherwise. We invoice it on the date of the invitation, payable within 10 working days, in one instalment. The award notice alone does not trigger it.

  5. Do you guarantee that we will win?

No one honestly can. The award belongs to the contracting authority and depends on competition. We answer for a compliant, coherent file submitted on time, and we tell you before you start what could disqualify you. If your bid is rejected for a formal error attributable to us, the Compliant File Guarantee refunds the documentation fee.

  6. How quickly can you start on a live tender?

Immediately after the conflict check and the NDA, usually within one working day. When a deadline is already running, the Go/No-Go and the document vault run in parallel from day one. With fewer than 7 working days left, an urgency surcharge applies.

How we work

One accountable bid manager, working in English

Romanian procedures are conducted in Romanian. We write the Romanian file and give you an English working version of everything you are asked to approve.

You approve every commercial value

We are accountable for compliance, for coherence between the qualification, technical and financial parts, and for on-time delivery into the platform.

No promises we cannot keep

We do not guarantee award; that decision belongs to the contracting authority. We never claim or imply any influence over an authority or its evaluators.

Conflict-of-interest screening before every mandate

We never advise a bidder on a procedure in which we have worked for the authority, and never work for two competing bidders on the same procedure or lot.

Confidentiality first

We sign an NDA before any documentation is exchanged. Your documents are kept in an access-controlled space and used only for your mandate.

Licensed professionals where the law requires them

Licensed attorneys provide legal representation, coordinated by us. Authorised professionals provide sworn translations, notarisations and apostilles. Banks and insurers issue guarantees.

Third-party disbursements

Bank, insurer, official, notary and courier fees are re-invoiced at cost, without mark-up. External specialists we contract for you carry a 10% coordination fee (at cost if you contract them directly); sworn translations are charged at our published per-page rates. Any item above €500, or more than €2,000 in a month, is incurred only after your written approval.

Romanian time

Platform deadlines run on Bucharest time. We plan signature windows around your time zone and upload at least 24 hours before the deadline.

Fees

Indicative fees; we confirm a fixed-fee written proposal after reviewing the tender documents. Preferential terms apply to retainers, multi-lot procedures and returning clients.
