How we work: one accountable desk, one standard workflow, in English

We operate as your Romania Tender Office: one designated bid manager, a permanent core team and vetted external specialists, working to a standard sequence that is the same for every procedure. You decide in English; we deliver inside the Romanian system, and we tell you in writing where our responsibility ends.

The workflow: four stages, four sign-offs

StageWhat happensYour sign-off
01 Identify
  • Screening of SEAP and TED against your profile
  • Go/No-Go memo
  • bid plan and calendar
Go/No-Go decision and participation structure
02 Build
  • Document collection
  • eligibility and ESPD
  • technical proposal
  • financial proposal
Document plan; technical approach; every commercial value
03 Submit
  • Quality control and compliance review
  • upload in SEAP
  • clarifications
Final file approved before upload
04 Deliver
  • Award and contracting
  • guarantees and works valuation
  • remedies, if needed
Contract review; any remedy filing

Nothing moves to the next stage before the previous one is signed off. You approve every commercial value. We answer for compliance, for coherence between the qualification, technical and financial parts, and for on-time delivery into the platform.

The first 30 days

  1. Week 1 — Mandate and set-up

    • Kick-off workshop and conflict check
    • NDA and scope agreed
    • CPV, capacity and target-region profile
    • SEAP account and qualified e-signatures checked
  2. Week 2 — Document vault

    • Corporate, tax and certification documents collected once
    • Experience, CVs and equipment evidence indexed
    • Translations and legalisations started
    • First opportunity shortlist
  3. Week 3 — First decision

    • Go/No-Go memo on a live procedure
    • Compliance matrix and risk register
    • Structure agreed (alone, consortium, subcontracting)
    • Bid plan with internal deadlines
  4. Week 4 — First submission

    • Qualification, technical and financial parts built
    • Quality control
    • Upload with proof of submission
    • Clarification watch and guarantee tracker live

Onboarding is done remotely and is included in every retainer and in both Market Entry packages. If a live procedure is already open when we start, the Go/No-Go and the document vault run in parallel from day one.

Working in English

  • A designated bid manager: your single point of contact, with the Managing Partner as escalation point.
  • Kick-off workshop: strategy, document checklist, signature flow, partner mapping.
  • Weekly status call whenever you have active bids, on Microsoft Teams, Zoom or Google Meet.
  • Shared document space with version control. You approve every final version before it goes into the platform.
  • Approval log: each commercial value, signature and submission is recorded with who approved it and when.
  • English working copies of the Romanian documents you approve, and an English summary of every message from the authority on the day it arrives.
  • Monthly management summary: procedures screened, pursued, submitted and decided, with status, risks and next steps.

The procedure itself runs in Romanian. Documents submitted to the authority are in Romanian or in certified translation, as the tender documents require; our English versions are working documents.

Working across time zones

Table: Your location, Usual difference from Bucharest
Your locationUsual difference from Bucharest
London, Dublin, LisbonBucharest is 2 hours ahead
Brussels, Paris, Berlin, Madrid, Rome, Vienna, Warsaw, BelgradeBucharest is 1 hour ahead
IstanbulSame time in summer; Istanbul is 1 hour ahead in winter

New York, Toronto, MontréalBucharest is 7 hours ahead
Beijing, Singapore5 hours ahead of Bucharest in summer, 6 in winter
Seoul, Tokyo6 hours ahead of Bucharest in summer, 7 in winter

Platform deadlines are in Bucharest time (EET, UTC+2; EEST, UTC+3 from late March to late October). Differences can shift by one hour for a few weeks in March and in October–November, when clocks change on different dates. Our office hours are Monday to Friday, 08:00–18:00 Bucharest time; in deadline weeks we work to the procedure, not to the clock.

Three rules keep time zones from becoming a risk:

  • Internal deadlines are set in your time zone and in Bucharest time, side by side, in the bid plan.
  • Signature windows are booked in advance for every signatory, with a back-up signatory where possible.
  • Complete upload at least 24 hours before the platform deadline. We do not plan to submit on the last day.

Where our responsibility ends

  • Legal representation, where required, is provided by licensed attorneys whom we coordinate under a direct engagement with you.
