Romanian tender support fees: published, in euro, the same for every client

Published fees, the same for every client.

The fees shown are our standard fees for one procedure with English-language service, excluding VAT, calculated on the estimated value of the lots you bid. Every reduction is published and applied by rule:

  • returning client,
  • multi-tender bundles,
  • annual programme,
  • multi-lot,
  • re-bid,
  • "Romania Tender Office" retainers and your choice of structure — Standard or Fixed.

The best single rule applies, never more than 25% of the documentation fee.

Romanian-language service is priced on our lei list at achizitiipublice.expert. The calculator gives an indicative fee; we confirm a binding written quote, valid for 10 working days, within one working day of reviewing the tender data sheet.

01

How the fee for one tender works

A complete tender file is priced in two parts.

  • The documentation fee pays for the work.

It covers the whole bid file, from the Go/No-Go memo to the upload in SEAP, and every clarification until you are called to sign. It is €4,900 when the lots you bid are worth less than €200,000. Above that, a small percentage is added only on the part of the value that falls in each slice, so a larger tender never costs less than a smaller one. You pay 50% at mandate and 50% no later than 3 working days before the submission deadline.

  • The success fee is paid only if you are called to sign.

It becomes due when the contracting authority invites you to sign the contract; the award notice alone does not trigger it. It is calculated in slices on your share of the winning bid value, excluding VAT: 1.50% on the first €500,000, then lower rates, with a minimum of €2,500.

Example: a €1,000,000 works tender

  • Documentation fee: €4,900 + 1.00% of the slice from €200,000 to €500,000 (€3,000) + 0.90% of the slice from €500,000 to €1,000,000 (€4,500) = €12,400.
  • Success fee, if you are called to sign at €1,000,000: 1.50% of the first €500,000 (€7,500) + 0.90% of the next €500,000 (€4,500) = €12,000. If your winning bid is €900,000, the success fee is €11,100.
  • Total if you are called to sign: €24,400, which is 2.44% of the contract value. If you are not called to sign, you have paid €12,400 and owe nothing more.

above €50,000,0000.08% of this slice (maximum €250,000)

Each rate applies only to the part of the value inside its slice, like a progressive tax, so the fee never jumps at a slice limit. For tenders above €50,000,000 we issue a bespoke proposal, and the figures from these tables are its ceiling.

02

Supply contracts pay less

Supply contracts without priced bills of quantities take less work to bid and earn thinner margins, so they pay less. The documentation fee is multiplied by 0.85 and the success fee by 0.60, and the €2,500 minimum still applies. Works, services and supply-and-install contracts priced through a bill of quantities ("deviz") pay the full scale.

Example: a €1,000,000 supply contract costs €10,540 for the file and €7,200 if you are called to sign, €17,740 in total, against €24,400 for works. Your written quote confirms the contract type from the data sheet.

03

Two structures: Standard or Fixed

  • Standard: the documentation fee, plus the success fee only if you are called to sign.
  • Fixed: the documentation fee × 1.5, and nothing when you are called to sign. It suits companies whose policies do not allow success fees. On a €1,000,000 tender, Fixed costs €18,600, against €12,400 + €12,000 on Standard.

Fixed is the cheaper choice if you expect to be called to sign in roughly half of your bids or more: the break-even is between about 41% and 53% of bids for tenders from €500,000 to €20,000,000, and about 72% at €250,000. Below that win rate, Standard costs you less.

Prefer a known figure for the success fee?

We can fix it as an amount when you sign the mandate, calculated on your estimated share. It is due only when you are called to sign. If your winning bid is lower, the amount falls to the scale on that bid. It is never increased. Example: on a €2,000,000 estimate the fixed amount is €21,000. If you are called to sign on a winning bid of €1,800,000 you pay €19,200; at €2,200,000 you still pay €21,000. This is the default form in our written quotes.

04

Small Romanian contracts: the Light offer

Many Romanian contracts below the direct-award thresholds are bought through a published notice, an invitation or the SEAP catalogue, with no ESPD. For these we prepare a Light offer: €890 for supplies and services, and €1,790 for works up to 500 priced items (€1.80 per item above 500). There is no success fee and no urgency surcharge, and the fee is paid at order.

The direct-award thresholds, excluding VAT, are RON 270,120 (about €50,600) for supplies and services and RON 900,400 (about €168,600) for works, at the National Bank of Romania rate of 9 October 2026. The calculator shows the Light offer automatically below these values.

05

Short deadlines and larger scopes

  • Urgent: if fewer than 7 working days remain to the deadline when you sign the mandate, we add 25% of the documentation fee.
  • Very urgent: if fewer than 3 working days remain, we add 50%. We accept these mandates only after confirming that the file can be completed.
  • The same amount is added to Standard and to Fixed. Light offers carry no urgency surcharge.
  • Example at €1,000,000: Standard €27,500 (urgent) or €30,600 (very urgent) instead of €24,400; Fixed €21,700 or €24,800 instead of €18,600.
Several lots, consortia, frameworks. The documentation fee is calculated on the total of the lots you bid, so each extra lot is cheaper than a separate tender.

We add 10% for each extra lot that needs its own technical or financial proposal. If you lead a consortium and we build the joint file, we add 10% for each extra member, up to 30%. These scope surcharges together never exceed 50% of the documentation fee. With urgency, the documentation fee is never more than twice the scale. For a framework agreement, the documentation fee is calculated on 40% of the framework maximum or on the largest call-off contract, whichever is higher.

Example: three lots of €1,000,000, each with its own proposals. The file costs €26,400 + 20% (€5,280) = €31,680, not 3 × €12,400 = €37,200. If you are called to sign all three, the success fee is €27,000 on the combined €3,000,000, not 3 × €12,000.

A €100,000 works contract is below the Romanian direct-award threshold for works. If the authority buys it without an ESPD, the Light offer applies (€1,790). For an EU business with a valid VAT number and for a business outside the EU, the amounts above are also the amounts invoiced.

Romania Tender Office: your bid team in Romania, by the month.

A retainer buys capacity: a number of complete bids ("slots") every month, Go/No-Go memos and, depending on the plan, a dedicated bid manager and a lower success fee. It pays off from about two bids a month. Below that, buy per tender and add Tender Watch Pro for the pipeline.

  • Term:

12 months. You can stop from month 7 on 60 days' notice, without penalty. If you want to test first, a 3-month pilot costs the monthly fee + 15%, and the 15% is credited on months 4–6 if you continue.

  • Unused slots

roll over to the next month once (Core 1, Pro 2, Major Projects Office 1). A slot that lapses after that becomes a credit of 25% of its price (€988 Core, €869 Pro, €2,750 Major Projects Office), which you can use until 6 months after the term against success fees (up to half of any one fee) or against remedies and post-award services.

  • Extra capacity:

an extra slot costs the included price + 25% (€4,950 Core, €4,350 Pro, €13,750 Major Projects Office), with 5 working days' notice. For a busy month, book the extra slots by the 20th of the month before.

  • Billing:

monthly in advance, payable within 30 days. Fees are fixed in EUR for 12 months, then indexed by the EU consumer price index (HICP), capped at 6% a year. We never stop an upload unless an invoice is more than 30 days overdue after written notice.

  • Example:

a €1,500,000 bid on Tender Office Pro uses one slot (€3,475). If you are called to sign, the success fee is €13,200. That is €16,675 in total, against €33,400 for the same tender bought on its own.

Tender Watch Pro (€1,900 a month) gives you an English weekly shortlist with eligibility flags, two Go/No-Go memos a month and 15% off documentation fees. Tender Office Core and Pro reserve 2 or 4 complete bids a month with a lower success fee. For tenders above €20M, the Major Projects Office counts each tender up to €50M as one major slot and never charges more success fee than a single-tender client pays. An extra slot always costs 25% more than an included one, so the plan that matches your volume is always the best value.

Bid-ready in Romania in about four weeks

You do not need a Romanian company to bid in Romania. You need the right to take part, a validated SEAP account, qualified e-signatures, documents the authority accepts in Romanian and guarantees in the required form. Market entry puts all of this in place once.

  • Romania Market Entry — EU / EEA / CH: €8,900. Eligibility & Readiness report, SEAP registration for two representatives, your document vault and foreign-document equivalence matrix, three months of Tender Watch Pro, a Go/No-Go memo on a live tender and a remote kick-off workshop (€13,840 if bought separately).
  • Romania Market Entry — non-EU: €13,900. Everything above, with the report reviewed and co-signed by a Romanian attorney, plus an apostille and legalisation plan, the compliance pack for year one and a shortlist of three screened Romanian partners (€21,520 if bought separately).

If you start a tender mandate or a Romania Tender Office retainer within 90 days, half of the package is credited: €4,450 (EU / EEA / CH) or €6,950 (outside the EU). For companies established outside the EU, the eligibility report is required before we take a complete-file mandate.

When the contracting authority calls you to sign the contract, framework agreement or call-off contract, through SEAP, by email or in any other written form. If you sign without a prior written invitation, the date of signature counts. The award notice alone does not trigger it.

  • What it is calculated on.

Your share of the winning bid value, which is the initial contract value, excluding VAT. In a consortium, your share in the consortium agreement; as a subcontractor, your subcontract. Options outside the bid price and later contract changes are not included. Lots won in the same procedure are added together on one scale.

  • How it is invoiced.

One invoice on the date of the invitation to sign, payable within 10 working days. It does not depend on your payments from the authority, and it is never split into instalments.

  • Full refund.

If, after the invitation, the contract is not signed for reasons not attributable to you — for example the CNSC or a court annuls the award, or the authority cancels the procedure — we refund the success fee in full within 10 working days of the supporting document. If you are called to sign again later in the same procedure, it becomes due again.

  • When it stays due.

If you refuse to sign, withdraw your bid while it is still valid, or do not provide the performance guarantee on time.

  • Framework agreements.

When you are called to sign the framework, 25% of the success fee on the largest call-off contract in the data sheet becomes due, as an advance. Each call-off you are then called to sign carries its fee on one combined scale, and the advance is deducted.

  • After the mandate.

The fee also applies if the invitation arrives after our mandate has ended, for the bid we prepared or for the same procedure relaunched within 12 months using our documents.

  • Legal work.

No percentage is ever charged on work delivered by an attorney. Attorneys' fees are fixed or hourly.

Compliant File Guarantee: if we make a formal error, you get your money back

If your bid is rejected as inadmissible or non-compliant, or you are excluded, because of a formal error attributable to us in a document we prepared, you choose between a full cash refund of the documentation fee within 15 days and a credit of 150% of that fee, valid for 12 months.

If the complaint has reasonable prospects, we also draft the CNSC complaint free of charge; the bond, attorney and court fees remain yours. Inside a retainer, we refund that month's fee or give a 150% credit, and prepare the bid again free of charge if the procedure is relaunched within 6 months.

Formal errors include a missing or unsigned form we were responsible for, a wrong form version, an ESPD inconsistent with documents we compiled, an arithmetic error in a financial form we built, an upload or signature error, or a missed deadline when your inputs arrived on time.

The guarantee works when you send the qualification and technical inputs by 3 working days before the deadline, and final prices by 2 working days before it.

It does not cover prices and technical choices you approved, requirements you do not meet (we flag them at Go/No-Go), wrong or late third-party documents, risks we flagged in writing that you accepted, exclusion for nationality or non-coverage, documented SEAP outages, or mandates accepted with fewer than 2 working days left.

Preferential terms: published, applied by rule.

We do not make one-off discounts.

Every reduction below is open to every client in the same situation. The best single rule applies to each fee, never more than 25% of the documentation fee. Reductions never apply to success fees outside the retainer scales, to third-party costs or to day rates, and never take a fee below the minimum (€4,900; supply contracts €4,165).

Payment, currency and validity

  • Documentation fee: 50% when you sign the mandate and 50% no later than 3 working days before the submission deadline. We start on your signed order; with fewer than 6 working days left, proof of the payment order is enough. We never hold back an upload for an instalment less than 15 days overdue.
  • Light offers and fees below €1,000: paid in full at order. Other à-la-carte services: in full at order up to €1,000; above that, 50% at order and 50% on delivery.
  • Success fee: one invoice on the date of the invitation to sign, payable within 10 working days.
  • Retainers: monthly in advance, payable within 30 days.
  • Currency: all fees are in EUR, invoiced by LAZARUS GROUP GLOBAL S.R.L., Bucharest, and paid by SEPA or SWIFT transfer, with bank charges paid by the sender ("OUR").

When a tender's value is in RON, we convert it at the National Bank of Romania rate, and your written quote fixes the fee in EUR at the rate of the quote date. EUR fees are fixed for 12 months.

  • Validity: a per-tender quote is valid for 10 working days, or until 10 working days before the deadline if that comes first. Retainer and package proposals are valid for 30 days.

VAT and withholding tax

All fees exclude VAT. How VAT applies depends on who is invoiced:

  • Business in another EU Member State with a valid VAT number (we check it in VIES): no Romanian VAT. Reverse charge under Article 196 of Directive 2006/112/EC; you account for VAT in your own country.
  • Business established outside the EU: outside the scope of Romanian VAT (Article 278(2) of the Romanian Fiscal Code). We ask for proof of your business status, such as a company registry extract.
  • Romanian company, or the Romanian branch or fixed establishment of a foreign company: Romanian VAT at 21% is added. The same applies to an EU entity without a VAT number.
  • Work on a construction site in Romania (for example on-site measurement for works valuation after award) may carry 21% Romanian VAT wherever you are established. We confirm the treatment in your proposal before you sign.

Invoices are issued in EUR. Where Romanian VAT is due, the VAT amount is also shown in RON at the National Bank of Romania rate, as Romanian invoicing rules require.

Withholding tax. Our fees are net of withholding taxes.

Before our first invoice we give you a certificate of Romanian tax residence, so that the double tax treaty between Romania and your country can be applied. If tax is withheld because we did not provide the certificate in time, we bear it. Otherwise, if your law requires a withholding and no treaty relief applies, the payment is grossed up so that the invoiced amount reaches us. Please check the position with your tax adviser before we start.

Questions about fees

  1. Why is there a success fee?

It ties our income to yours: a large part of the fee is paid only when you are called to sign. If your policy does not allow success fees, choose the Fixed plan.

  2. What does "called to sign" mean?

It is the contracting authority's written invitation to sign the contract, sent through SEAP, by email or in another written form. It comes after the standstill period. The award notice alone does not trigger the success fee.

  3. Can we pay the success fee in instalments?

No. It is one invoice on the date of the invitation, payable within 10 working days, and it does not depend on your receipts from the authority. To budget it in advance, ask for the fixed-amount form at mandate.

  4. What if the procedure is cancelled?

If the authority cancels before the deadline, we do not invoice the second instalment of the documentation fee. If the same procedure is relaunched within 6 months with at most 20% of the requirements changed, the new file costs 30% of the original fee. If it is cancelled after submission, the documentation fee stays earned and no success fee is due.

  5. What if we decide not to bid after all?

Before we deliver a technical or financial draft, we keep the 50% paid at mandate. After a draft is delivered, the full documentation fee is due.

  6. Why are these fees different from your Romanian site?

Because the service is different, not the client. The euro list prices the English-language service: English working copies, correspondence and reporting, foreign-document equivalence and the eligibility check. Any client that wants the service in Romanian, including a foreign group's Romanian subsidiary, is priced on our lei list.

  7. Can you do better on price?

Our fees are the same published fees for every client with the same scope, so we do not make one-off discounts. We can apply the rules that fit your case. If you bid more than once, the returning-client, bundle and annual-programme rules lower the documentation fee by 10–15%, and Tender Watch Pro takes 15% off every documentation fee. A Romania Tender Office retainer lowers the cost per bid and the success fee. Tell us your pipeline and we will show you which option costs least.

  8. Can we see the fee before sending documents?

Yes. The calculator gives an indicative fee from the estimated value alone, and your file never leaves your browser.

We confirm a fixed-fee written proposal within one working day of reviewing the documents.
