Solar PV and battery storage tenders in Romania
Municipalities, county councils, hospitals, schools, universities and utilities are installing photovoltaic capacity and battery storage, often with Modernisation Fund, cohesion or recovery-plan funding. These tenders combine supply, design and works — and the funding layer adds its own conditions.

01
Market context
Romania received the largest share of the Modernisation Fund tranche of July 2026: €636.9 million for standalone battery storage.
02
What decides these tenders
- point-by-point compliance of modules, inverters and storage systems with the specifications, backed by certificates and data sheets
- grid-connection documents and the obligations they create
- installer attestations from the energy regulator ANRE, held by the bidder or a partner
- design & build experience, key personnel and the execution programme
- "do no significant harm" and programme requirements, warranty and O&M obligations
- a price low enough to win and documented well enough to survive the abnormally-low-price check.
03
What we do in this sector
monitoring of municipal and utility procedures, the compliance matrix, the qualification file, the technical proposal and the priced offer — then interim payment statements during execution.
- Romania Tender Office
- Technical proposal
- Post-award works valuation

For foreign bidders
ANRE attestations are the usual bottleneck; we map whether you can obtain them or should bid with an attested Romanian partner. Technical data sheets must be in Romanian unless the data sheet says otherwise.
05
Experience
photovoltaic parks and battery storage for municipalities, including Modernisation Fund projects; framework agreements and direct acquisitions in the solar supply chain.
